Dear Sir, -

We are in receipt of your letter of the 22nd inst,
enclosing a copy of a memorandum which has been furnished by
Colonel Majendie, upon the proposed alteration of the regulations for the importation and storage of Petroleum at Hongkong, and we are glad to inform you that the Local Government have authorised the erection of further tanks, in the manner suggested by us.

Colonel Majendie's suggestions in the second portion of his report would be impracticable, as the site for our tanks is on rock, and no excavation would be possible. But, apart from that, the plan suggested by him would be open to very grave objections, inasmuch as it would involve continual pumping, instead of allowing the oil to flow by
